Pre-assessments are administered before students begin a lesson, unit, course, or academic program. Students are not necessarily expected to know most, or even any, of the material evaluated by pre-assessments—they are generally used to establish a baseline against which educators measure learning progress over the duration of a program, course, or instructional period, or determine general academic readiness for a course, program, grade level, or new academic program that student may be transferring into.
Recognition of Prior Learning (RPL) is a platform to provide recognition to the informal learning or learning through work to get equal acceptance as the formal levels of education. It aims to appreciate prior learning irrespective of the medium of achieving it. In short, RPL is a process of assessment of an individual’s prior learning to give due importance to learning as an outcome rather than learning as process.
RPL is a three step process:
The Training Partner (TP) or any other authority as prescribed by the Steering Committee will identify and counsel candidates eligible for RPL through mobilization camps & advertisements etc. The mobilized candidates can be counseled, oriented about the standardized NSQF framework and basis their existing competency will be mapped against the suitable level of the concerned Job role for assessments. Candidates may be mobilized with the help of SSC’s Industry (clusters) connect.
The candidates enrolled will be assessed by the Assessment Agency affiliated with the Sector Skill Council on the basis of assessment criteria decided by Sector Skill Council (SSC). The candidate will need to pass in the minimum assessment criteria of a particular QP decided by the SSC.
Assessment is very critical for the success of whole RPL process. There are possibly three ways through which a candidate can undergo the assessment process:
Successfully assessed candidates with a valid Aadhaar or alternate ID (as per process) will be eligible for either “Full Qualification” or “Partial Qualification – NOS based Certification” as described above under Overall Approach of RPL. The reward in both cases will be the same (as per Sector, QP and NSQF Level) .
Certified candidates with valid bank details will be processed for reward money by NSDC.
Pre-screening guidance, counseling and support will be provided to the candidates by the TP. SSCs will be required to establish a pre-screening criteria for their sector and make it available online. The Training Partners will be mandated to pre-screen the candidate basis of these criteria before the candidate undergoes assessment.
The term assessment refers to the wide variety of methods or tools that educators use to evaluate, measure, and document the academic readiness, learning progress, skill acquisition, or educational needs of students.
While assessments are often equated with traditional tests—especially the standardized tests developed by testing companies and administered to large populations of students—educators use a diverse array of assessment tools and methods to measure everything from a four-year-old’s readiness for kindergarten to a twelfth-grade student’s comprehension of advanced physics.
Assessments also are used to identify individual student weaknesses and strengths so that educators can provide specialized academic support, educational programming, or social services. In addition, assessments are developed by a wide array of groups and individuals, including teachers, district administrators, universities, private companies, state departments of education, and groups that include a combination of these individuals and institutions.

NOSs – National Occupational Standards (NOSs) is the standard of performance that needs to be achieved as part of working in a job in the work place in an individual. It also expects that the individual knowledge and understanding meet the standard consistently. A set of NOS, aligned to a job role, called Qualification Pack.
QPs – Qualification Pack(QP) is to drive the creation of curriculum, and assessments. By defining NOS for all the entry level positions, the industry wants to drive competency based training for every job role in industry. All the current vocational courses need to be aligned to job roles.

A successful planning effort is driven by an interdisciplinary team of participants. The core team will be driven by two roles:

Recently, National Skill Development Council (NSDC) has made pre-assessment, a mandatory step for Training Providers to determine the capability of students to take the skill examination. This will separate the students who are ready to take the exam and who are not. The students who pass the pre-assessment will be approved and granted access to take the assessment and be certified in their fields. Whereas, students who fail the pre-assessment will be provided training and be given another shot.
